I. Prerequisites for entry into Vietnam

1. The enterprises that sponsor their experts to work for shall make decisions on the application and submission of the entry application.

There are differences in procedures depending on the provinces and cities, the locality where the expert works, the living place and the isolation place. 2. Subjects allowed to enter.

The Prime Minister's Concluding Notice No. 238/TB-VPCP dated July 12, 2020 (original reference) stated "to continue promptly to allow diplomats, experts, investors, skilled workers, and foreign students studying in Vietnam are allowed to enter Vietnam. Allowing relatives (father, mother, wife, husband, children) of diplomats, investors and experts to be allowed to enter Vietnam. Document No. 5322/CV-BCD of the National Steering Committee for Covid-19 Prevention and Control dated July 5, 2021, on guiding foreign experts and foreigners on entry to prevent and control the COVID-19 epidemic ( origin reference).
By now, the authorities of the Government of Vietnam have not allowed tourists to enter Vietnam.

3. Steps to apply for entry for Experts and their relatives.

3.1. Before entering Vietnam, apply and obtain an entry permit, from a specific Vietnamese Government authority from the People's Committee of the Province/City where the business is headquartered. Get all the approvals of the People's Committee, Department of Health, Quarantined Hotel reservations, booking, private transport from the airport to the hotel with medical staff and security supervision.
3.2. Apply for an entry approval letter at the Immigration Department - Ministry of Public Security (for those who do not have a visa, they will receive a visa at the embassy or at the border gate upon entry, for those with a valid visa will be allowed to enter under the issued visa including temporary residence card).
3.3. Get Covid – 19 PCR test and be issued with a confirmation of negative PCR test results before entry, normally only accepted 72 hours before flight time from the time of sample collection.

3.5. Be quarantined for 14 days after entry.
3.6. During the isolation period in term (3.5) above, experts on entry are tested by PCR test according to the prescribed number of times.
3.7. Experts on entry need to continue to be monitored their health at home and place of residence for a period of 14 days and take PCR tests as requested.
In addition, in case the PCR test result after the entry is positive, the person on the entry will be isolated until he/she recovers at a hospital designated by a Vietnamese government agency.
In addition to the above content, people on entry need to comply with infection prevention measures guided by competent authorities of the Government of Vietnam from time to time.

II. Details of procedures before entering Vietnam

1. Arrange for isolation facility (hotel) and flight.

2. Apply and get an entry permit.

The enterprise where the expert will work in Vietnam arranges the flight and the isolation facility (hotel) and carries out the following procedures to obtain the license. Specific procedures may vary by province.
2.1. Approved by the People's Committee of the province or city in charge of the place where the head office of the enterprise where the expert will work in Vietnam.
2.2. Guidelines for medical isolation of the provincial and municipal governments managing the places where the isolation hotels are located.
2.3. Entry permit issued by the Immigration Department of the Ministry of Public Security.

3. Visa application.

Persons who do not have a temporary residence card or a valid Visa after getting the approval of the Immigration Department - Ministry of Public Security, apply and receive a visa at the border gate at the international airport in Vietnam by the Embassy or Vietnam. 4. Confirm the type of insurance participating.

Cases after entry and have Covid – 19 positive PCR test results, the experts will be isolated for treatment until he/she recovers at a hospital designated by a Vietnamese government agency. The necessary expenses are at their own cost. Therefore, it is recommended that people on entry consider participating in “Travel Insurance” and “Medical services (medical interpretation, counselling, emergency transportation, etc.)” for COVID-19 and be able to pay for them in Vietnam.

5. Pre-entry PCR test.

Authorities of the Government of Vietnam require people on entry to have a PCR test result within 3 days before the date of entry into Vietnam.
(Example): In case of entry on July 5, PCR test on one of the days is July 2 (three days before entry date), July 3 (two days before entry date) or July 4 (one day before the date of entry).
Requirements for PCR testing and negative confirmation.
Issuing authority: the certificate should be issued at a government health facility in accordance with the regulations.

5.5. The contents required by the Vietnamese Government's authorities:
* The certificate must be written in English or Vietnamese.
* The certificate must clearly state the full name of the person entering Vietnam, age (date of birth), gender, nationality, passport number, address in the living country, address in Vietnam, and name of the medical facility that issued the certificate. confirmation, date of sampling, test date, test method (please select “PCR”), test result, intended date of entry, date of the negative certificate.
* The certificate requires a valid seal and signature of the medical facility where the test is performed.

6. Medical declaration.

Recently, there have been some cases of problems in the process of checking the medical declaration after arriving at the airport due to errors in the content of the online medical declaration. 7. Example procedures for the use of isolation in Hanoi, Ho Chi Minh

An example procedure for the use of isolation facilities in Hanoi and Ho Chi Minh is as follows: In case of using isolation facilities of other provinces and cities, please contact the local authorities of that province or city.
・Procedures for the use of isolation in Hanoi:
If the enterprise has a head office in another province, it is necessary to obtain written approval from the People's Committee of the province/city where the enterprise is headquartered to allow entry and quarantine in Hanoi, and send a written request to the People's Committee of Hanoi according to regulations.

8. Notice before and during your entry to Vietnam.

From the perspective of COVID-19 infection prevention and control, 14 days before entry, it is recommended that people on entry refrain from going out when it is not necessary or urgent, do not go abroad and take care of their own health.
In case the person entering Vietnam is worried about their health condition such as having a chronic disease, etc… they should talk to their doctor first and also get a medical diagnosis certificate in English if necessary. In addition, people on entry need to pay attention to infection prevention when coming to and leaving medical facilities to apply for a negative confirmation certificate.
It is suggested that people entering Vietnam should quickly consider stopping entrying Vietnam when they realize that they have a high probability of being infected with COVID-19 such as in the case of feeling abnormal health signs such as fever, symptoms of diabetes. respiratory, sore throat, taste disturbance, or confirmed case of infection in the surrounding such as workplace, home.
Considering the risk of infection in cars moving to the airport, at the departure airport, inside the plane, it is recommended that people on entry take appropriate epidemic prevention measures (wearing a mask, avoiding concentration, using hand sanitiser frequently, etc…).
During the period from the time of entry to the end of the health monitoring, people on entry need to use information technology applications to monitor the implementation of epidemic prevention and control (details are being confirmed).

III. Procedures after entry.

Below, we would like to introduce an example when people on entry arrive at Noi Bai airport (Hanoi). Please note that there are cases where the procedure will be different depending on the arrival airport.

1. After arriving at the airport.

1.1. Present and confirm the content of the certificate of PCR testing- negative
Please prepare the negative confirmation issued as the officer in charge will ask for it.
Please strictly note: the Covid – 19 negative confirmation must not be lost or revoked.
Medical declaration confirmation will vary by arrival airport and arrival date.
1.2. Immigration check.

1.5. Moving to an isolated place.

People on entry are required to wear full-body protective clothing when moving.
There are cases where hand luggage is sprayed with disinfectant before moving to the isolation place.
1.6. Other things:
Support services at the airport such as strollers for children, electric cars have not been completed. There are cases that the procedures at the airport take more than 1 hour.
Considering the risk of infection at the arrival airport, in the car moving to the isolation facility (hotel), it is recommended that people on entry take appropriate epidemic prevention measures (wearing masks, avoiding concentration, use hand sanitiser frequently, etc.).

2. At an isolated place.

 Be quarantined for 14 days.

Isolated for 7 days for special cases

2.1. Isolation place.
During your stay at the isolated place, people on entry are not allowed to leave their rooms. Please do not go anywhere other than your room according to the instructions of the authorities and the hotel. In addition, it is recommended to monitor your own health during the isolation period.
In addition, depending on the policy and situation of the competent authorities of the Government of Vietnam, the isolation place, the isolation period (including the extension of the isolation period), the way of isolation may be changed.
2.2. Covid -19 PCR test.
As regulations, PCR tests are performed at least 3 times during the isolation period (first day, 7th day and 14th day).
However, the time and number of PCR tests may vary depending on the area where the isolation place is managed. Please confirm with the relevant authorities (province's Department of Health, the city managing the place. have an isolated basis) about actual use.
Sometimes the authorities do not announce the test results in case the test results are negative.
2.3. Upon receiving a positive test result.
Upon receiving a positive PCR test result, the person will be hospitalized and isolated for treatment at a medical facility designated by the Government of Vietnam until you recover from your infection. It is recommended that people on entry move to a specialized medical place for treatment according to the instructions of the competent authority.
The language used at the hospital is Vietnamese. Therefore, it is necessary to get support from the company where the expert will work (providing medical interpreters, paying for hospital fees, etc…).
2.4. If you have a health problem.
Every day, you will have your temperature checked twice a day. In case the body temperature is higher than 37.5 degrees, some people are transferred to a local hospital designated by the province or city even though the PCR test result is negative. Please note that there are cases where people on entry cannot stay healthy after a long flight and due to fatigue during the isolation process.
It is recommended that the person entering the hotel immediately and should alert the hotel when feeling abnormal health such as fever, respiratory symptoms, sore throat, taste disturbance. In addition, it is advisable to talk with the company providing medical services in case of need.
The language at the hospital is Vietnamese. Therefore, it is necessary to get support from the company where the immigrant works (providing medical interpreters, paying for hospital fees, etc…).
2.5. End of quarantined period.
After the results of the PCR tests as prescribed are negative and the isolation period is over, the Vietnamese Government will issue a "Certificate of completion of the isolation period". Depending on the region, there are also cases where a "negative certificate" is issued.

3. After completing the isolation period (health monitoring period).

During the 14-day period after completing the isolation period, the people on the entry will be subjected to the guidance and supervision of the authorities based on the Official Dispatch No. 425/CV-BCD on the Instructions for handing over and managing after completing concentrated isolation for the COVID-19 epidemic prevention (original) and Official Letter No. 600/CD-BCD (original, reference translation) dated May 5, 2021, of the National Steering Committee for Prevention and Control (fight against COVID-19). It is recommended that those entering Vietnam through their workplace, quickly contact the authorities managing the place of work and residence (for example, the People's Committee, the Ministry of Health) to confirm and comply with the regulations. guidelines from these agencies.
During the period of health monitoring, as regulated, people on entry are not allowed to leave their homes or places of residence. According to the Official Publication, if you are forced to leave your home or place of residence for work or other necessary purposes, you must notify the local police or health department. The application of this rule varies by region. For more details, please confirm with the Health Department of the area where you live.
In case of leaving the house or place of residence, you are required to wearing a mask, disinfecting hands, keeping a distance, avoiding concentration, ventilating the air, self-monitoring of your health, recording a list of close contacts and you should avoid contact with people around and limit going to crowded places.
Perform PCR test on the 7th day from the end of concentrated isolation. In case the person entering the country feels abnormal health such as fever, respiratory symptoms, sore throat, taste disturbance, please quickly contact the health agency, the supplier company. health services, Ministry of Health and CDC hotlines. It is important to state that you are within 7 days of completing the quarantine.
